State-owned power utility ERS has awarded a €32 million (excluding VAT) contract for the construction of the Trebinje 3 solar power plant, selecting a consortium led by Chinese companies under an EPC+F delivery model.
The winning group brings together China Shandong International Economic & Technical Cooperation Group, Cewud Energy Construction Investment (Hubei) and Shandong Road & Bridge Construction Group, which will be responsible not only for engineering, procurement and construction, but also for arranging project financing.
The tender process, launched at the end of February, attracted two bids. The competing proposal from China Gezhouba Group was ultimately rejected after the evaluation committee determined that it did not meet several technical and financial requirements. Issues were also identified in the submitted banking documentation, including elements related to loan insurance arrangements.
Under the signed contract, the consortium is required to complete the project within 18 months, followed by a five-year warranty period covering construction quality and installed equipment performance.
The solar plant will be developed on the Zubci plateau near Trebinje, covering an area of approximately 43 hectares, and represents another step in the region’s gradual expansion of utility-scale solar capacity.
