State-owned power utility Elektroprivreda Republike Srpske (ERS) has launched an international tender for the design and construction of the Trebinje 3 solar power plant, a project that also includes a new substation and a high-voltage transmission connection. The total estimated investment amounts to approximately €32 million, excluding VAT, with bids required to be submitted by 14 April 2026.
The project will be delivered under an EPC+F model, meaning a single contractor will take full responsibility for engineering, procurement, construction and financing. The contract will be awarded based on the most economically advantageous offer, ensuring a balance between cost efficiency and technical quality.
The Trebinje 3 facility is planned with an installed capacity of 53.63 MW and projected annual production of 85.5 GWh. The location benefits from favorable climatic conditions and a high number of sunny days, positioning it among the most attractive photovoltaic investment sites in southeastern Europe.
The scope of work covers preparation of complete technical documentation, supply and installation of equipment, civil engineering works, and all supporting services necessary to bring the plant into commercial operation. The selected contractor will also construct a new 220/20 kV Zupci substation and equip corresponding high-voltage bays at the existing Trebinje substation.
A central component of the investment is the development of a new 220 kV transmission line linking Trebinje and Zupci. This includes route planning, tower foundations, structural assembly, electrical equipment installation and commissioning works required to fully integrate the solar plant into the grid.
Upon completion, the project will undergo comprehensive testing and commissioning, with continuous technical supervision and quality control throughout the construction phase. A concession agreement for Trebinje 3 was signed in April 2025, granting a 46-year operating period from the date of commissioning. The development aligns with the Republic of Srpska’s broader strategy to expand renewable generation capacity, strengthen grid stability and enhance long-term energy security.
