The European Bank for Reconstruction and Development (EBRD) published an invitation for providing technical consulting services for the construction of a new gas-fired combined heat and power (CHP) unit on the site of the existing combinedcycle power plant in Zagreb.
The selected consultant would perform all the necessary technical services, working as an engineer on behalf of the bank, from the time of signing the contract until the unit’s commissioning which is expected by June 2021. The consultant would review and comment on the main technical documentation, engineering studies and drawings for the project and monitor the project implementation. The assignment is expected to start in November with the duration of 42 months. The deadline for bids submission is 25 May.
The new unit will (90-150 MW electricity output and up to 120 MW thermal output) partially replace old and inefficient units of the existing plant, which also have poor environmental performance and are not in line with the EU Industrial Emissions Directive. It will be built under an engineering procurement construction contract with a qualified contractor and equipment supplier. The existing plant is crucial provider of district heating in Zagreb and the construction of the new CHP unit will ensure the security of electricity, district heating and industrial steam supply for a significant part of the country’s capital. Total cost of the new unit is about 150 million euros, while EBRD will provide 65 million euros for the project through a 126 million euros worth syndicated loan.
