Serbia’s state-owned utility Elektroprivreda Srbije plans to begin construction work during autumn 2026 on the modernization of the Vlasinske hydropower cascade, extending the life of assets that have supplied peak electricity to the Serbian system for more than seven decades.
The first construction phase will focus on the intake structure. Work will then expand across generating units, auxiliary equipment, hydromechanical systems and other parts of the cascade.
EPS expects the modernization to improve availability and operating reliability while extending the plants’ service life by at least 30 years. The investment is particularly valuable because dispatchable hydropower can respond to evening demand, renewable intermittency and balancing requirements more effectively than inflexible baseload generation.
The total programme is valued at €109.7 million. Financing comprises a €67 million loan from the European Bank for Reconstruction and Development, a €15.43 million EU grant provided through the Western Balkans Investment Framework and €27.26 million from EPS.
The EBRD loan represents approximately 61 per cent of the funding package, the EU grant around 14 per cent, and EPS’s contribution close to 25 per cent. The grant lowers the effective capital burden and improves the economics of a project whose value includes reliability and system services that are not always fully reflected in wholesale electricity prices.
Construction risk will centre on the condition of existing structures and equipment. Rehabilitation projects involving assets in operation for more than 70 years frequently encounter undocumented interfaces, inaccessible components and differences between historical drawings and actual site conditions. The intake works also create a direct interface between civil construction, water management and the outage schedule.
A delay of 12 months could add roughly €2.7-4 million in interest to a fully drawn €67 million facility at an indicative cost of 4-6 per cent, before accounting for price escalation and postponed operating benefits. Actual interest during construction would depend on the drawdown schedule.
EPS has already rehabilitated units at Bajina Basta, Djerdap 1 and Zvornik, adding a combined 172 MW of hydropower capacity. Vlasinske is different in that its strategic value lies heavily in peak capability, flexibility and continued availability rather than only in incremental megawatts.
The project’s bankability will depend on detailed outage coordination, reservoir management, contractor responsibility for hidden conditions and performance testing after rehabilitation. Modern equipment can extend the cascade’s life, but the investment will only deliver its full system value when civil, electrical, hydromechanical and dispatch-control upgrades are commissioned as an integrated package.
