The first shipment of photovoltaic panels has arrived in Romania for four large-scale solar power plants being developed by OMV Petrom and Energy Complex Oltenia (CE Oltenia), marking the start of equipment deliveries for one of the country’s largest renewable energy projects to date.
The panels were unloaded at the Port of Constanța and will be transported in phases to the project sites located in Ișalnița, Tismana and Rovinari. Installation work is expected to begin as deliveries reach each location, with construction teams operating in parallel across all three sites to accelerate progress.
In total, the project will require around 800,000 photovoltaic panels, with logistics expected to involve approximately 1,500 truck transport movements throughout the construction period.
Once completed, the four solar power plants will have a combined installed capacity of approximately 550 MW. Commercial operation is planned for 2027, and the facilities are expected to generate enough electricity to supply around 500,000 households annually.
The total investment exceeds €400 million, with roughly 70% financed through the EU Modernisation Fund. The first tranche of funding, valued at around €70 million, was disbursed in December 2025. The projects are being developed through a joint venture with equal ownership between OMV Petrom and CE Oltenia.
The solar portfolio represents a key pillar in CE Oltenia’s restructuring strategy, which aims to reduce dependence on coal by expanding renewable generation capacity. For OMV Petrom, the project further strengthens its position in Romania’s growing renewable energy sector and supports its broader transition strategy.
