The Minister of Economy Vladimir Kavaric signed in Slovenia Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Slovenia, the Ministry of Forestry and Water Management of the Republic of Turkey and the Ministry of Economy of Montenegro, which will enhance cooperation in the energy sector and thereby contribute to faster valorization of the hydro energy potential which will increase energy security of Montenegro.
“Given that the construction of HPP on the Moraca is one of the priority projects of Montenegro, the experience of Turkish and Slovenian companies in the design, construction and operation of large hydropower plants can be of great benefit for the Montenegrin side. The Memorandum aims to research into the possibilities of cooperation in the field of hydropower in Montenegro, particularly with the enforcement of hydropower projects on the Moraca, as well as other similar projects in Montenegro. The memorandum proposes the consortium establishment that will represent Slovenia and Turkey in accordance with their respective internal procedures. At the same time, the Montenegrin side will offer relevant technical and expert assistance in accordance with the powers and jurisdiction of their national authorities”, it is stated in the visit platform.
Signing of the Memorandum will contribute to better cooperation between Montenegro, Slovenia and Turkey in the energy sector. The mentioned countries are very interested in investing in the energy potential of Montenegro, which was confirmed previous participation of Slovenian companies in the projects of construction of small hydropower plants. As for HPP on the Moraca, one tender failed in late 2011th because none of the potential investors has submitted a tender for the construction of power plants with a lower angle of the largest HPP on the Moraca- Andrijevo.
According to the existing EPCG technical documentation, system of hydropower plants on the Moraca includes four buildings: HPP Andrijevo, HPP Raslovici HPP Milunovici and HPP Zlatica, the total installed capacity of 238 MW and estimated average annual production of 694 GWh. Envisaged construction period for all four hydropower plants is six years, and the estimated total cost is about 540 MEUR.
