The planned Bijela wind project near Šavnik has entered a new development phase after obtaining a key environmental approval, moving the large-scale renewable energy investment closer to construction.
Montenegro’s Environmental Protection Agency has approved the environmental impact assessment for the Bijela wind farm, including the associated 110 kV transmission line. The decision confirms compliance with legal requirements and outlines mitigation measures to limit, reduce, or eliminate potential environmental impacts during construction, operation, and possible emergencies.
The wind farm site, located in the Šavnik municipality, spans nearly 30 hectares. Plans include 17 wind turbines with a combined installed capacity of up to 118.8 MW, making it one of the largest onshore wind developments in Montenegro. Network connection will be provided via a 110 kV overhead transmission line, linking the future Bijela substation to the existing Brezna substation, with an underground section of 580 meters near the village of Brezna.
The Bijela project is backed by Alcazar Energy Partners, with a total investment value of around 200 million euros. Construction contracts for the wind farm were signed in September 2023 with Sistem MNE and Simes inzenjering, while the network connection agreement was finalized with CGES in September 2024.
As part of its wider strategy in Montenegro, Alcazar Energy plans to invest up to 500 million euros in the country’s energy sector by 2030. Around 200 million euros has already been secured specifically for the Bijela wind farm, highlighting the project’s role as a cornerstone of the company’s regional renewable portfolio.
