Montenegro’s electricity distribution operator CEDIS has launched a new cooperation initiative with French partners aimed at upgrading the country’s power distribution infrastructure and preparing the network for future energy challenges.
The agreement brings together CEDIS, the French Development Agency (AFD) and EDF International Networks, establishing a framework for long-term technical cooperation focused on modernizing Montenegro’s electricity distribution system. The partnership combines financial support with international expertise in advanced grid technologies and network management.
Through AFD’s FEXTE technical assistance program, up to 290,000 euros has been allocated to support the initiative, with the possibility of additional funding tied to future infrastructure investments. EDF International Networks will provide technical expertise in key areas including smart grid deployment, network digitalization, automation, renewable energy integration, investment planning and system resilience.
As part of the collaboration, joint teams of experts will conduct a comprehensive assessment of Montenegro’s existing distribution network. The results will be used to develop recommendations for digital transformation and help define long-term investment priorities across the electricity sector.
The partnership is also linked to broader discussions regarding future financing for network modernization projects. AFD is currently evaluating potential support for the reconstruction of six 35 kV substations and the modernization of numerous 10/0.4 kV facilities throughout Montenegro. To advance these plans, the agency has already committed 500,000 euros for feasibility studies and preparatory technical work.
CEDIS expects that access to EDF International Networks’ experience will enhance project planning and strengthen the implementation of future investments, particularly those related to smart grid technologies and the integration of renewable energy sources.
The agreement forms part of a wider strategic partnership between Montenegro and France established in 2025, reflecting growing cooperation in infrastructure development, energy transition and the modernization of critical public services. The initiative is expected to contribute to a more reliable, efficient and resilient electricity network capable of supporting the country’s long-term energy objectives.
