Installing the unit for the reduction of emission will cost 59.5 million euro and the reconstruction of the cooling tower will cost three and a half million. This year it is planned for 15.5 million to be spent on the installment of the unit and 44 million in the next. Revitalization must be completed by the end of 2017.
Revitalization of the thermal power plant Pljevlja, and the reduction of the emission of gasses will cost 64.5 million euro, according to data from the action plan for the revitalization from the Strategy for energy development by 2030. This year 16 million will be spent on revitalization and 47.5 million in the next year and in 2020 a million euro more.
The study, the project, tender and consultant selection will cost half a million euro in this year while the installment of the unit for the reduction of emission will cost 15.5 million. In 2017 44 million will be spent on the installment of the unit and 3.5 million for the reconstruction of the cooling tower. Revitalization of the first block according to the strategy should be financed by Elektroprivreda and the thermal power plant.
-With the revitalization of TPP Pljevlja its integrated capacity is increased from 218.5 MW to 225 MW and the average production is increased from 1.150 GWh per year to 1.179 GWh per year. The application of directive 2001/80 EC which covers the limitation of emission of certain pollutants (SO2, NOx, and dust particles) in Montenegro as well as in other members of Energy Community, should start no later than December 31, 2017. According to the directive all power plants that are within the group of so called existing power plants, which got the construction permit or operation permit before July 1, 1992, in the period from January 1, 2018 until December 31, 2023 can work 20.000 hours in total. After January 1, 2024 those power plants cannot operate anymore if they do not fulfill the criteria of limitation of the emission of the above mentioned pollutants. The limitations can be met only by installing special units – says in the strategy adopted at the last session of the Government.
Revitalization also includes work on the reconstruction of the cooling tower, re-cultivation of the Maljevac dump, and it is also planned to install NSOh systems, in order to follow the directive 2001/80 EC and the directive 2010/75/EU.
-This project will have a positive impact on the environment because it will result in the reduction of emissions. The emission of NOx will be lower than the maximum allowed. With the reduction of emissions there will be possibilities for additional economic activities. The consequences to the health of people in the environment will also be eased by this project. Some specific social impact of the revitalization of TPP Pljevlja does not exist. We cannot expect any new employment, except during the works – they said in the Ministry of economy, which prepared the action plan for the implementation of the strategy.
The action plan from 2016 to 2020 includes merging of the TPP with the Coal mine RUP. According to data from the action plan, it should cost 440 thousand euro. Only the study on the integration of RUP and TPP will cost 400 thousand.
-Integration of RUP and TPP Pljevlja will provide financial means for the exploitation of new sites in the ownership of RUP and for the construction of the second block of TPP. Merging of RUP and TPP will result in the optimization of human resources and reduction of operating costs. The costs of restructuring include the costs of severance, consulting and there will be other one-time costs it says in the strategy.
The ministry of economy planned for the integration of two companies to be completed by 2018.
