Small Hydro Power Plants
The energy potential of low water flow streams suitable for constructed of small hydro power plants (SHPP), amounts to 0.4 million toe or 3% of total renewable energy potential in Serbia.
By using the total energy potential of SHPP, it is possible meet 4.7 % of total power production in the Republic of Serbia (34 400 GWh/year in 2006) and around 15% of the current power production in hydro power plants (10 900 GWh/year).
By fully utilizing the energy potential of small hydro power plants, it is possible to produce around 4.7% of the total electrictricity in the Republic of Serbia (34.400 GWh per annum achieved in 2006) and around 15% of the current electricity generation produced in hydro-electric power stations (10.900 GWh per annum).
The energy potential of streams and localities for the construction of SHPP are determined in the document “Cadastre of small hydro power plants on the territory of the SR Serbia out of the territory of Autonomous Provinces of Serbia dating from 1987. This document (hereafter: SHPP Cadastre), was created by „Energoprojekt – Hidroinženjering” and the Institute „Jaroslav Černi” for the PE Joint Power Industry (JP Združene elektroprivrede). The energy potential of the water flows and localities are also defined by the cadastre of small hydro power plants in the Autonomous Province of Vojvodina. This cadastre considers 13 hydro power plants („Hidroinvest” DTD, 1989).
Construction on locations outside the cadastre is also possible with the consent of the Ministry of Mining and Energy and other competent ministries and institutions. The consent is given with reference to maximum utilization of the available energy potential of the given stream. For the existing multi-purpose reservoirs, hydro power indicators for the construction of small hydro power plants, which also define the maximum capacity of the facility, are set by PWE (JVP)”Srbijavode”, Belgrade, i.e. for the Autonomous Province of Vojvodina, by PWE (JVP) „Vode Vojvodine” Novi Sad.

Should any of the locations envisaged in the cadastre, owing to changes in hydro-geological conditions, already constructed buildings or other significant changes which came about occupying and using the area, render impossible the construction of a SHPP or the expected power falls short of the values anticipated in the cadastre, the construction of the SHPP, with the approval of the Ministry of Mining and Energy, can be allowed in a different, or more than one location on the same watercourse, which would allow the maximum utilization of the available energy potential.
