Plans for one of Romania’s largest solar installations are progressing, as the European Bank for Reconstruction and Development (EBRD) evaluates potential financing for a major photovoltaic project in the country’s western region. The development is being promoted by West Power Investments, a special-purpose vehicle backed by renewable energy company Rezolv Energy.
The proposed facility, known as the Dama Solar project, will span more than 1,000 hectares in the communes of Grăniceri and Pilu in Arad County. With an installed capacity of approximately 1,239 MW, the project is expected to rank among the largest solar power investments in the region.
According to project specifications, the site will consist of extensive ground-mounted solar panels supported by inverter systems, alongside a medium-voltage internal network and supporting access infrastructure. A high-voltage transformer station, together with an underground cable connection to the transmission grid, will enable integration into Romania’s national electricity system. Once operational, the plant is projected to significantly reduce environmental impact, with estimated annual carbon dioxide emissions cuts of around 619,000 tons.
Rezolv Energy, the company behind the project, was established in 2022 by UK-based investor Actis. Since its launch, it has built a portfolio of renewable energy projects across Southeastern Europe, totaling approximately 2.3 GW in combined capacity.
