Romanian electricity distributor and supplier Electrica has moved forward with the development of its Bihor 1 renewable energy project by signing an engineering, procurement and construction (EPC) contract for a large-scale solar power plant integrated with battery energy storage.
The contract was awarded through a competitive tender process conducted by Foton Power Energy, a wholly owned subsidiary of Electrica. Although the selected contractor has not been publicly disclosed, the agreement covers the complete delivery of the project’s main infrastructure and associated facilities.
Located in the municipalities of Cefa and Madaras in Bihor County, the project will include a solar power plant with an installed capacity of 78.8 MW and a battery energy storage system with a capacity of 18 MWh. As part of the project, the contractor will also construct a dedicated 110 kV substation to ensure the facility’s connection to Romania’s national electricity grid.
The EPC contract is valued at approximately 36.6 million euros, excluding VAT. In addition to construction activities, the agreement includes operation and maintenance services for a period of three years following the commissioning of the facility, ensuring reliable performance during the initial operating phase.
The Bihor 1 project became part of Electrica’s renewable energy portfolio in September 2024, when the utility acquired Foton Power Energy, the company responsible for its development. The investment is expected to be financed primarily through funds raised from Electrica’s green bond issuance completed in 2025, supporting the company’s broader strategy to expand renewable energy generation and strengthen its position in Romania’s clean energy sector.
