Romania’s planned Dama solar project is positioned to become one of the largest photovoltaic developments in Europe, with proposed capacity exceeding 1 GW.
The project is being developed in Arad County by Rezolv Energy, an independent power producer established by UK infrastructure investor Actis in 2022. Dama forms part of Rezolv’s plan to develop approximately 2 GW of Romanian wind and solar capacity by 2028, including the Vifor wind farm in Buzău County.
Once completed, Dama would exceed Germany’s 650 MW Witznitz solar project and could become the largest individual photovoltaic facility in the European Union. Turkey’s 1.3 GW Karapınar plant would remain one of the largest solar assets in Europe as a whole.
The project will include battery energy storage, creating a hybrid structure capable of reducing exposure to midday price compression and improving the delivery profile offered to electricity buyers. Revenues are expected to combine long-term power-purchase agreements with support under Romania’s contracts-for-difference programme.
Financial close is targeted in the coming months, while commercial operation is planned for 2027. Reaching that schedule will depend on grid-connection works, procurement, construction sequencing and the final structure of the project’s contracted revenues.
Actis partner and head of Central and Eastern Europe Jaroslava Korpanec identified Romania’s regulatory environment, project pipeline, access to finance, available land and comparatively efficient permitting as important drivers of the investment.
Romania added an estimated 2.5 GW of solar capacity in 2025, representing annual growth of 45% and taking total installed capacity to approximately 7.6 GW. Solar capacity could exceed 19 GW by 2030, supported by additional utility-scale projects and battery installations.
Dama’s scale introduces risks beyond conventional solar construction. A project of more than 1 GW requires extensive connection infrastructure, careful phasing and a robust route to market for very large volumes of daytime electricity. The battery component and contracted revenue structure will therefore be fundamental to financing, particularly as Romania experiences more frequent periods of solar-driven price compression.
