Renewable energy developer Rezolv Energy, backed by UK-based investment group Actis, is seeking financing from the European Bank for Reconstruction and Development (EBRD) for a large-scale onshore wind project planned in southeastern Romania.
The proposed development is located in Constanța County, near the municipality of Deleni, and is expected to reach an installed capacity of up to 315 MW. The project is currently in an early assessment phase at the EBRD, with a financing decision expected by 22 July. The potential value of the loan has not yet been disclosed.
If approved, the funding would be directed through Midmar Callatis, a Romanian project company fully owned by Rezolv Energy. The financing package is intended to support construction, future operation, and overall implementation of the greenfield wind project.
According to project documentation, the planned wind farm will consist of 49 turbines, each with a capacity of approximately 6.4 MW. The majority of the project site is located on agricultural land.
Environmental permitting and regulatory procedures for the project have been ongoing over a long period, spanning from 2011 to 2025, and include environmental impact assessments as well as evaluations related to Natura 2000 protected areas.
Authorities ultimately concluded that the project is not expected to cause significant environmental damage, resulting in a favorable decision from the Constanța County environmental protection agency.
This wind project is not the only renewable initiative Rezolv Energy is currently advancing with the EBRD. Earlier this year, the company also submitted a financing request for a major solar power project in Arad County, which is planned to reach an installed capacity of nearly 1.24 GW, further expanding its renewable energy portfolio in Romania.
