In August last year, Transelectrica announced that on June 30 2015, of an estimated total investment of LEI 136 million, contracted works amounted LEI 81 million and that the term of commissioning of the interconnection power line Resita – Pancevo is 2016.
As indicated in the draft amendment to the Electricity and Gas Law, the transmission system operator, Transelectrica and distribution system operators will be able to take state property including forests, which are the facilities of transmission system and power distribution or intending to carry out works in these systems, free of charge.
In the explanatory memorandum of the project it was show that this law amendment aims at facilitating the achievement of national interest in the field of electricity transmission (high voltage transmission lines, border interconnections etc. TSOs and DSOs will be able to use on a free of charge basis, the lands in public property on which the objectives related to the transmission systems that are located as well as the land in public property used for execution, exploitation, maintenance and repair works, including lands part of the national forestry fund, by derogation from the provisions of Article 42 para. (1) b) of the Forest Code.
According to article 42 para. (1) b) of the Forest Code there were financial liabilities (rent) for occupying the forestland in order to achieve the objectives of national interest, provide public services and also perform the overhauls on electricity transmission network. 50% of the rent is deposited in the forestry fund and 50% is paid to the administrative units. It can be seen in the draft amendment that the rent will no longer have to be paid only for the state owned properties not for the private ones.
In December 2014 and February 2015, Transelectrica paid the total amount of 3.9 million, representing the guarantee stipulated by the Forestry Code for temporary occupation (10 years) of forest area of about 51 hectares in Caras-Severin where the company will build its part of the interconnection overhead line Resita – Pancevo (Serbia).
The overhead power line interconnection Resita – Pancevo is part of the wider project (Iron Gates – Resita – Timisoara – Arad), designed to enable increased capacity for exchange with Serbia and Western Europe and release power from wind and hydro facilities in the Iron Gates – Resita.

In 2014, the Government has exempted Conpet, the national transmission system operator of oil by pipelines from the obligation to pay charges for rehabilitation and upgrade of pipelines located in the area of highways. Public road administrators refused to authorize the execution of works to Conpet and did not want to sign six papers until the fees were paid. Conpet could have faced the risk of bankruptcy.
