Serbia state-owned energy company EPS announced the negotiation procedure without publishing a public call for the preparation of investment-technical documentation required for the construction project of reversible hydropower plant Bistrica.
Energoprojekt was invited to the negotiation process, and the value of the project was estimated at 430 million dinars (about 3.7 million euros), eKapija announced other details.
The explanation states that the Bistrica Reversible Hydroelectric Power Plant (RHE) project is a project of national importance for Serbia, irreplaceable for energy stability, balancing of energy produced from renewable sources and development of the electricity market.
“For this reason, it is necessary to complete the project documentation as soon as possible and start the construction of RHE Bistrica, and an additional reason for the urgent completion of this documentation is that it is the basis for choosing the method of financing the project, i.e. securing the loan for which negotiations are led by the competent ministries (Ministry of Mining and Energy, Ministry of Finance)”, it is stated in the notice on the implementation of the negotiation procedure without a public invitation.
“As the developer of the project documentation should have at his disposal the documentation created so far, but also the specifics that only Energoprojekt has, the conclusion is unambiguously imposed that only Energoprojekt can create the necessary documentation, and therefore it is proposed to apply the negotiation procedure without publishing a public call”, it was explained in the call.
