2.1 Review of the Procuring entity
Based on the Black Peak 150MW wind power project in Serbia, Crni Vrh Power Doo Zagubica formally signed the SPA on 30 November 2023 with the seller.
2.2 Scope of tender
CRNI VRH POWER DOO holds this open tender for Technical Inspection Management Services for Crni Vrh Project .
2.3 Request for the tender
2.3.1 Preparation of a decision on the establishment of the Commission for the Technical Inspection of the facility for Crni Vrh Project, to be conducted concurrently with the construction works.
2.3.2 Technical inspection and acceptance of building facilities involved in Crni Vrh Project for which building permits have been issued. Verification of the completeness and correctness of the work, including recording and reviewing the completeness of the project’s technical, construction and other documents, and controlling the compliance of the completed work with the building permits, construction approvals and the relevant technical regulations and standards, etc.
2.3.3 Preparation of a list of required documentation for the Commission for the Technical Inspection of the facility, including required documentation from the Investor and individual contractors. During the technical inspection and acceptance process, simultaneously guide the collection, filing, checking and control of technical documents to ensure compliance with the relevant legal standards, technical requirements and TSO/DSO regulations until the technical acceptance is passed.
2.3.4 Cooperation in applying for and passing the internal technical inspection and acceptance of the TSO/DSO for the project. Preparation of the initial version (master) of the Commission’s report for the technical inspection of the facility, preparation of phased versions of the Commission’s report for the technical inspection of the facility, preparation of periodic reports on the quality of executed works and installed equipment.
2.3.5 Preparation of the Commission’s report for the technical inspection of the facility with a confirmation of trial operation for independent technical-technological units. Preparation of the final report on the technical inspection of the facility with a positive proposal for obtaining an operational permit for:
- PRP 110 kV, “Crni vrh”,
- DV 110 kV No. 150 TS Bor 1 – TS Majdanpek 1 and integration into PRP 110 kV Crni vrh 1,
- DV 110 kV No. 177 TS Bor 2 – TS Majdanpek 2, integration into the connection and distribution facility (PRP) 110 kV Crni vrh 1,
- DV 110 kV No. 122 B TS Petrovac – TS Bor 1, integration into PRP 110kV Crni vrh 1,
- Construction of TS 35/10 kV ”Krst nova”,
- PRP 10 kV “VE CRNI VRH”,
- Construction of the 10 kV cable line from TS 35/10 kV Krst Nova to PRP 10 kV VE Crni vrh,
- Construction of a 35 kV connection DV for integrating DV 35 kV (TS Petrovac – TS Bor 1) into TS 35/10 kV ”Krst nova”,
- VE “Crni vrh”, 25 VT with a total capacity of 150 MW, including the construction of TS 33/110 kV VE Crni vrh and internal underground cable network,

2.3.6 Assistance in applying for use permits within the scope of technical inspections, answers to relevant legal inquiries, etc. It is necessary to provide all the necessary resources and performance materials for technical inspections.
