Undoubtedly, in terms of harmonization, progress has been made in the above-mentioned areas which is recognized and well acknowledged by the European Commission. I believe that Serbian authorities have made significant efforts to conduct the harmonization process efficiently. The Energy Community institutions, especially the Secretariat as an administrative body, have been encouraging Serbia to commit itself to adoption and implementation of the Energy Community acquis at a faster pace. The new Energy Law has been harmonized with the Second package electricity and gas legislation, however in order to achieve full market liberalization, Serbia has to complete its legislative reform thoroughly and effectively.
