Montenegrin Regulatory Agency for Energy (RAE) said that it has issued a ten-year electricity production license to the operator of the 46 MW Mozura wind farm. The license, issued to local company Mozura Wind Park Podgorica, will be valid until December 2029. However, RAE has suspended the procedure for awarding the status of a privileged electricity producer to Mozura Wind Park Podgorica at the request of the company. 46 MW Mozura has started commercial operation on 18 November 2019. The wind farm, which consists of 23 wind turbines, was put into trial operation in late April, and the start of commercial production was postponed several times. In late September, the Ministry of Sustainable Development and Tourism carried out technical inspection of the facility, after which it issued an operational permit. The project’s investor Enemalta signed a long-term land lease agreement with the Montenegrin Government valid until 2035, after which the wind farm will become state property. Wind park Mozura was supposed to be built by consortium of Spanish Fersa Energias Renovables and local company Celebic. It will have 46 MW output, with 100 GWh annual generation. Montenegrin Government and Fersa signed the 20 -year concession agreement for lease of the land for the purpose of the construction of wind park Mozura in July 2010. However, in the beginning of 2015 the investor decided to withdraw from the project and transferred all its rights and obligations to Enemalta plc. Total value of the investment is 89 million euros, while the Government obliged to buy electricity produced by the wind farm at the price no less than 95.99 euros/MWh in the first 12 years of operation.
