Green Home pointed out that except the information that new technical solution is submitted by power utility EPCG no other information regarding capacity and technical characteristics can be found publicly, as well as the information regarding new strategic assessments of impact on environment with the public debates for planned dams.
Representatives of the Ministry of Economy insult the intelligence of the citizens by claiming to have transparent process of development of plan for the construction of HPP on Morača, having in mind that since the tender that failed in 2011 except diplomatic memorandum of understanding which is not legally effective, no amended technical solutions nor public procurement and public debates were published for the citizens, stated non-governmental organization Green Home.
This organization claims that in the last eight years there were no answers to key questions regarding financial indicators, including hidden environmental and social costs by which feasibility is measured for the construction of dams on Morača, and also why high seismology risk (VII-VIII degree) is being neglected in the area in which there are over 200.000 people.

Instead, the Ministry of Economy has formed Committee for Technical Bid Evaluation. It is unknown based on which regulation this Committee is being formed, according to which law procedure, what it evaluates, what criteria it uses for evaluation and who controls it.
According to the statement, it is believed that interested energy lobbies led to this confusion in the energy development, without the fear of breaching transposed international regulations and goals which they assumed. It is claimed that the national goal of renewable sources share in the final consumption of 33% which was set until 2020 has already achieved. Taking into account planned 90MW of installed capacity from small HPPs until 2020 and 128MW from wind farms Možura and Krnovo, it is unknown why these investors are so desperately needed.
Green Home statement also points out that planned dams acquire the status of highly modified water bodies for the river which is upstream of Skadar Lake, the most important freshwater biodiversity area on Balkans, which is contrary to the Water Framework Directive and Natura 2000 Directives.
It was also stated that Morača accumulations would cause great damage to biodiversity and allocation of underground water and thus jeopardize local communities that depend on fishing.
As for the challenges regarding future energy, Green Home believes that within planned investments of EUR three billion until 2021, Montenegrin Government should give priority to implementation of measures for improving energy efficiency, reduction of losses and modernization of energy network and to use the high potential of solar power since Montenegro has the unused potential of around 280 sunny days in a year, transmits Serbia-energy.eu
