Investors shall get all required republic permissions and approvals on separate counter for renewable energy sources soon and opening of popular “one-stop-shop” counter is recommended to local and regional governments, too.
New guide book is planned to be published, it will be revised with the reference to the current one from 2010, and it will contain instructions for construction of solar energy facilities- it is stated in proposal of national action plan for renewable energy sources. Serbia has never used biofuel so far, possibility of transfer of urban and suburban transportation to this energy.
System of regular training for permission issuance procedures is planned to be established in future period. Training isn’t only for investors. It is also for competent institutions representatives and inspectors.
Mandatory use of renewable sources in construction is predicted with law in national, regional or local level- it was stated in the document. Adoption of regulation that will define OIE participation in the construction, especially for new buildings and objects that are adjusting and being reconstructed, will be reconsidered in the following period.
Authority bodies will also define procedures for installer (fitter) certification of equipment like biomass stoves and boilers, heating pumps, solar photovoltaic panels and solar panels for water heating. Documents about fitters with certificate will be publicly available.
RES energy for heating and cooling
Serbia should make 1.092 MW of new capacities for renewable energy sources electricity production- it is stated in the proposal of national action plan for renewable energy sources.
According to this proposal published on website of Serbian Ministry of Energy, Development and Environmental Protection (www.merz.gov.rs), participation in electricity sector should increase from current 29% to 37% until 2020.
Serbia accepted responsibility popular in EU integrations and South East Europe to increase renewable energy sources participation in total consumption from 21,3% to 2%.
The plan is to accomplish this goal next to electricity production increase with increase of renewable energy sources participation in heating and cooling from 26% to 30% and in traffic sector from current 0% to 10%.
Annual amount of renewable energy sources should be 2,56 million tons of equivalent oil with reference to total amount of 9,5 million tons of oil.
This means that increase should be done with renewable sources energy production increase for around 620.000 tons of equivalent oil by 2020.
Considering available potential of renewable energy sources and unused potentials, Serbia can accomplish planned goal for 2020 from domestic sources, except in biofuel 10% participation in traffic sector.
Serbia will have to plan biofuel import in 2018 because of currently low available capacities for biofuel production from second generation of biomass.
Possibility of transfer to biofuel use in urban and suburban transport will be reconsidered, as well as agriculture machines.
What happens to unused land?
There is no current plan for selecting stimulating measures for intentional use of unused cultivated and degraded land in energy purposes.
Stimulating measures definition and introduction in regular practice for intentional use of land in energy purposes, with control establishment and reporting, are being planned in the following period.
Documents’ authors stated that trend of wood biomass purchase increase will continue. It is necessary to include adequate standards and referential laboratories for biomass (wood fuels and agriculture biomass fuels) because market chaos can be prevented only this way.
Plans until 2020
Renewable energy sources in Serbia with estimated technically usable potential of 6 million tons of equivalent oil can significantly contribute smaller use of fossil fuels- it is estimated in proposed action plan.
Separated by sources, biomass potential amounts 3,3 million tons of equivalent oil annually, 1,7 million in hydro potential, 200.000 tons of equivalent oil yearly in geothermal and wind energy and 600.000 in solar energy.
Serbia use one third which is 900.000 tons of equivalent energy in hydro potential and around million in biomass.
